The First Amendment to the United States Constitution is part of the Bill of Rights. The amendment prohibits the making of any law respecting an establishment of religion, impeding the reposition exercise of religion, infringing on the freedom of reference, infringing on the freedom of the press, meddling with the right to peaceably assemble or prohibiting the petitioning for a politicsal redress of grievances. The First Amendment guarantees US citizens the right to free speech regardless of war time, peace time or during a time of martial law. Now, the Patriot mask signed into law by President George W. Bush on October 26, 2001, increases the ability of law enforcement agencies to search telephone, e-mail communications, medical, financial, and other records; eases restrictions on foreign intelligence gathering within the United States. The set itself came about after the September 11 terrorist attacks on raw York City and the Pentagon. Under the Patriot Act, the definition of terrorism is expand to cover anyone or any group that tries to bring about change for political or ideological reasons and uses any physical body of force to bring it about.



This could range from nailing a poster to a courthouse door to carrying a picket sign. Thus, the government now has the representation to harass a broad range of political dissenters, ranging from Greenpeace to anti-abortion protesters to environmental activists to the National Rifle Association (www.rutherford.org).
The Patriot Act increases the governments surveillance powers in four areas:
1.Records searches. It expands the governments ability to olfactory sensation at records on an individuals activity being held by a third party. (Section 215)
2.Secret searches. It expands the governments ability to search private seat without notice to the owner. (Section 213)
